Founded in 1976, Los Alamos Technical Associates (LATA) provides technical and project management services to a varied clientele including federal agencies, state governments, municipalities, and a broad range of private sector industrial clients. LATA is currently looking for an experienced, accomplished, self-motivated Contracts Manager in one of our offices in either Albuquerque, New Mexico, Oak Ridge, Tennessee or Columbus, Ohio.

Contracts Manager

Summary of Position Management of the Contracts/Procurement department. Support corporate business management as related to contracts, procurement, and proposal support. Support senior management in issue resolution. Foster effective communications with senior LATA management, and associated support activities such as accounting and finance, human resources, MIS.

Essential Function: • Promote and protect LATA interests in negotiation of contracts, subcontracts, teaming agreements, special business agreements, and facility leases. • Resolve contractual and financial issues through interaction with senior LATA managers and client representatives. • Insure the integrity of LATA business dealings and compliance with government procurement regulations. Foster harmonious working relationships and develop trust between LATA and its clients. • Develop and implement cost proposal with strategies and assure consistency with technical proposals. Assure that proposal data and certifications are accurate, complete, and current. • Assure the availability and accuracy of proposal/contract MIS data needed by LATA management. • Pursue claims, specialized contract actions, and business-related special projects. • Assist division/program managers and LATA staff at all levels in project execution, issue resolution and contract compliance. • Formulate, update and monitor compliance with LATA contract/proposal/purchasing policies and procedures.

Knowledge, Skills, and Abilities: • Thorough command of the FAR, DEAR, and government contracting and procurement principles. • Maximize contract profitability during performance by providing assistance and advice to program managers. • Analyze legal issues and coordinate contract provisions with the LATA Executive Management Group (EMG) and outside lawyers. • Provide assistance to senior managers to resolve contract performance and change issues. • Recognize differences in contract type and the management options available to meet contract obligations, control cost and increase profit. • Issue/adapt proposal, contract and backlog reports to enhance their usefulness to the EMG.

Supervisory Responsibilities: • Selects, trains, motivates and evaluates assigned personnel; works with employees to correct deficiencies. • Manages priorities and assigns duties and responsibilities to team personnel for multiple simultaneous projects; identifies research areas and recommends technical approaches; outlines technical trade-offs in terms of cost and level of effort. • Plans and reviews work activities and projects; monitors work flow; reviews and evaluates work products, methods and procedures; meets with staff to identify and resolve problems. • Assists in interviews and technical assessments of candidates.

Minimum Qualifications: (Education and Experience that is job related may be substituted on a case-by-case basis.) Bachelor’s degree or equivalent years of experience directly in contract administration and 7 to 10 years of related experience.
