As leaders in project excellence, LATA has over four decades of proven success in global and domestic markets as a small business specializing in federal government contracting. The Proposal Specialist is responsible for the coordination of federal (DOE and DoD) and commercial proposals. The Proposal Specialist will be required to work directly with capture managers, technical teams, and the business development team and contracts department to coordinate and prepare technically accurate proposals that meet the RFP requirements. Problem solving, attention to detail, and ability to work independently are critical for this position.

Regular Duties Include:

• Assist with creating capture strategies

• Develop sources sought responses, requests for information, and expressions of interest • Interpret proposal response criteria and requirements

• Prepare detailed proposal plans, schedules, outlines, and compliance matrices

• Plan winning themes, value propositions, strengths, risk reducers, and differentiated solutions to initial proposal outline

• Manage the proposal process and direct kickoff and status meetings

• Write persuasively, including executive summaries and other critical components of winning proposals such as past performance descriptions, technical and management approaches, resumes, and single-voice editing

• Provide writing guidance to authors to ensure proposals are clear and concise

• Solicit management reviews and approvals during proposal development

• Monitor proposal content to ensure compliance to RFP requirements, evaluation criteria, and technical requirements

• Ensure proposal compliance with all RFP requirements in all proposal sections

• Maintain, augment and improve the library/databases of reusable components, templates, and processes to reduce response time and improve quality on future bids

• Create, edit, and upload graphics and images applicable to proposals and project descriptions

• Integrate technical and cost volumes

• Support the company's participation at industry conferences and assist with other communication media for the company

Minimum Qualifications:

• Must be a U.S. Citizen

• Associates degree or ten (10) years' experience in federal proposal preparation

• Minimum of five years’ experience managing proposals submitted to U.S. Federal Agencies or Federal Agency prime contractors

• Excellent written and verbal communication skills

• Proficient with Microsoft Suite and Adobe

• Willingness to travel

• Ability to work in a high stress environment that may require after-hour work at times

• Must be fully vaccinated for COVID-19

Preferred Qualifications:

• BS/BA degree

• Thorough understanding of the standard government proposal process

• Department of Energy / Department of Defense proposal experience

• FAR/DFARS/DEARS knowledge

• Working knowledge of environmental remediation (soils and groundwater) and D&D


• Entry level (0-5 years' experience): Up to $75,000 per year

• Mid-level (5-10 years' experience): $75,000-$100,000 per year

• Senior level (10+ years' experience: $100,000- $125,000 per year
