Solid Waste Operations Task Lead

We have an immediate opening for a Solid Waste Operations Task Lead located in Oak Ridge, TN.

Summary of Position The solid waste operations task lead reports to the operations supervisor and is responsible for waste collection, storage and shipment of solid waste at and from the Y-12 National Security Complex in Oak Ridge, TN. Utilizing a small crew of union personnel, the task lead coordinates waste collections with waste generators, executes the collections using government furnished equipment (GFE), ensures or applies the correct container labeling, oversees material offloading into storage facilities, maintains compliant waste storage and oversees the loading of outbound containers onto transport conveyances for offsite disposal.

Responsibilities: • Ensure operations are conducted in accordance with the requirements of safety documentation, work control, and in accordance with the conduct of operations. • Manages laborers, salvage yard keepers, and material clerk. • Reports identified deficiencies and non-conformances to the operations supervisor. • Ensures that good housekeeping practices are followed throughout operating spaces and areas. • Works with the training coordinator to ensure facility personnel qualifications are maintained current. • Coordinates, monitors, and supervises activities provided by support personnel in facility. • Leads pre-and post-job briefings and attends plan of the day meetings. • Plans, organizes, assigns and supervises the daily work of hourly union employees. • Establishes schedules and methods for providing operations services. Identifies resources needs. Reviews needs with the operations supervisor. Allocates resources accordingly. • Ensures machinery, equipment and tools are in safe operating condition. • Makes recommendations to management on equipment improvements and manpower forecast. Determines the efficiency of operations and recommends solutions to problems identified. • Inspects work areas on a daily basis to identify needed repairs and to verify completion of assigned task. • Performs on a defined schedule RCRA, CERCLA, PCB, and LLW waste inspections as required by EPA and TDEC Environmental Permits. • Performs and documents facility security inspections and records facility activity in narrative logs. • Corrects unsafe conditions in work areas and reports any conditions that are not correctable to the operations supervisor. • Report to supervisor all instances of fraud, waste or abuse information without fear of reprisal. • Maintains harmonious labor relations.

Accountabilities • Accountable for carrying out the provisions of Atkins / LATA policies and procedures. • Accountable for complying with Y-12 training requirements such as security training, general employee training, reporting of fraud or abuse, etc. • Accountable for the correct submission of time and expense documentation for pay or reimbursement. • Accountable for reporting promptly employee impairments or other situations where an employee either due to illness or medication use may be a hazard to himself, other employees or to property. • Accountable for self-reporting accidents, injuries, or near misses in which you are involved or which you observe.

Authorities • Exercises STOP WORK pauses without fear of reprisal for unsafe conditions potentially affecting personal safety or environmental risks. • Authority to generate hourly timesheets based on time worked – tracks individual absence and paid time off (PTO). • Authority to initiate or approve procurements within signature authority dollar limits.

Knowledge, Skills, and Abilities: • Ability to successfully coordinate multiple tasks and priorities. • Be forward looking, with focus on developing and implementing plans and schedule to meet goals. • Ability to work with broad objectives, with latitude to determine the best way to accomplish tasks. • Experience successfully interacting and working with local union and craft personnel. • Must display strong leadership and communications skills. • Have language skills, mathematical skills, reasoning ability and computer skills necessary to perform functions of the job. • Ability of operate a portable barcode reader while in the field to scan and track container movement.

Minimum Qualifications (Education and Experience that is job related may be substituted on a case-by-case basis.)

• High school diploma, GED or 10 years of relevant industry experience, prior supervisory experience is preferred. • 2 years of DOT experience (marking, labeling, load securement, etc.)

• 2 years Waste Management experience with hazardous waste (RCRA, TSCA, CERCLA, MW, MLLW, LLW). • Must have a Department of Energy Q clearance, or the ability to obtain one. • Previous work history at the Y-12 facility is preferred.
