POSITION: Scientist III, Environmental Management Systems Coordinator Department: Site Environmental Compliance (Carlsbad, NM) LATA has an immediate opening for an individual with experience in the environmental field, specifically related to work scope associated with maintaining an Environmental Management System (EMS) to the current ISO 14001:2015 standard. This position entails continued application of the standard’s requirements for the WIPP site, a U.S. Department of Energy (DOE) facility near Carlsbad, New Mexico. The WIPP facility is approximately a 45-minute commute from Carlsbad or about a 1-hour commute from Hobbs, New Mexico.   The successful individual will be responsible for coordination with the DOE and LATA contractor departments in development, tracking, and status of environmental targets and objectives. The successful candidate will conduct routine meetings and coordinate with other departments in conducting the EMS functions. This position entails maintaining spreadsheets of activities and updating the status of current EMS targets. In conjunction with working with the direct elements of the EMS, the candidate will also support the Pollution Prevention Program. This program oversees the collection and management of standard solid waste, but the main function is to ensure that recyclable materials are segregated, and a quality accounting system is maintained for amounts of recycled materials. Activities overseen as part the Pollution Prevention Program directly correlate to the EMS program elements. As a function of the EMS and Pollution Prevention Program, the amounts of recycled materials are reported annually in various environmental reports submitted to the state of New Mexico, DOE at WIPP, and DOE offices in Washington D.C.   The successful candidate will also support other environmental activities as secondary work scope to the EMS program. These activities are related to overall state and federal regulatory compliance requirements applicable to a DOE facility.

This position entails conducting routine reviews of personnel training documentation and training records, review of applicable environmental regulations to assure thorough implementation, conducting periodic compliance assessments, and reporting regulatory compliance status under the direction of management.  The WIPP facility’s mission is to emplace the nation’s defense-generated transuranic (TRU) mixed waste in an underground ground mine for permanent disposal. TRU mixed waste is TRU radioactive waste co-mingled with hazardous waste. Because the WIPP facility disposal facility of TRU mixed waste, it is subject to the permitting requirements of the Resource Conservation and Recovery Act (RCRA) at 40 CFR Part 264 for Treatment, Storage, and Disposal Facilities. This includes the requirements at 40 CFR §264.16, Personnel Training.

The Environmental Scientist III works collaboratively with the Management & Operating Contractor, the U.S. Department of Energy (DOE) Carlsbad Field Office (CBFO), New Mexico Environment Department (NMED), U.S. Environmental Protection Agency (EPA), various Waste Isolation Pilot Plant (WIPP) site departments, waste-disposal and analytical laboratory subcontractors, and other environmental groups within the LATA organization to ensure that Federal, State, and any local regulatory requirements are satisfied. Areas of responsibilities include, but are not limited to, the following: • Superfund Amendments and Reauthorization Act (SARA) • Resource Conservation and Recovery Act (RCRA) • Clean Water Act (CWA) • Emergency Planning and Community Right-to-Know Act (EPCRA) • Toxic Substances Control Act (TSCA) • National Environmental Policy Act (NEPA) • Environmental Management Systems (EMS) This position works collaboratively with a group of professionals who generate biennial, annual, and semi-annual reports required by environmental regulations, permits, DOE Orders, and contract deliverables. The WIPP Environmental Monitoring & Hydrology section of LATA provides environmental, regulatory, technical, and sampling expertise on all facets of the Environmental Monitoring Program at the WIPP facility. The VOC team consists of a Lead, one Scientist, and several sampling technicians. This position will be responsible for sampling, assisting with scheduling pre-jobs and post-job briefings, sample control and tracking, sample delivery, receipt and processing of clean canisters and sampling equipment, compliance with the Permit, standard operating procedures (SOPs), Job Hazard Analysis (JHAs), and quality assurance requirements.
